on behalf of the Provincial Authorities at Canton, the extradition having been discussed with the premiers and stating that those Authorities are willing to extend the assurances already given that no torture shall be inflicted on criminals, and to afford the British Authorities practical opportunities for assuring themselves that the promises of the Chinese officials are fulfilled so that no torture is inflicted.
Both in relation to the particular cases now under discussion and to the general question, Her Majesty's Government are of opinion that advantage should be taken of the promises contained in the above letter, and instruct that you will place yourself at once in correspondence with
